20 minutes is TOO much, you have a serious problem in your Notes client.
First things first, if you are reopening the client from a Crash or simply by closing it and reopening it, you should run a Killnotes before.
If you don't have the Killnotes program, open the Task manager on the Process tab and End all notes related tasks. For example: notes2.exe, nlnotes.exe, ntaskldr.exe, nsd.exe, etc ...
If this is not the case, you may try to delete these files located in your \Notes\Data directory: cache.ndk, bookmark.nsf
You may also try to create a new names.nsf in case that the current one is somehow corrupted.
If none of this works, uninstall the client, rename de \Notes directory and make a fresh installation of Notes. When it finishes, just copy the ID file and see what happens.
